Narrative:
Pulled plane out of hangar and started engine. Called ues ground for taxi instruction and IFR clearance. Ues ground gave me IFR clearance. I gave readback, but they gave no taxi instruction. I had to taxi the plane away from hangar area because construction crews were starting work on a new hangar. Ues ground controller did give me the IFR clearance readback acknowledgement, but no taxi instruction. As I moved the plane away from the hangars so I could be in full visual view of the tower, I stopped and asked to taxi to the active and to cross runway 10 in order to get to the active runway 18. The tower ground controller asked me where I was and I replied 200 ft west of the tower so you can see me. He replied that I was to read back all taxi and hold instructions. I think he thought he gave me taxi instructions, but he never did. I taxied the aircraft so he could see me, but he might have thought I was moving without taxi instructions. The lesson learned at a tower controled airport is no movement without taxi instructions.

Title: A BE36 PLT TAXIED WITHOUT PERMISSION AT UES.
Narrative: PULLED PLANE OUT OF HANGAR AND STARTED ENG. CALLED UES GND FOR TAXI INSTRUCTION AND IFR CLRNC. UES GND GAVE ME IFR CLRNC. I GAVE READBACK, BUT THEY GAVE NO TAXI INSTRUCTION. I HAD TO TAXI THE PLANE AWAY FROM HANGAR AREA BECAUSE CONSTRUCTION CREWS WERE STARTING WORK ON A NEW HANGAR. UES GND CTLR DID GIVE ME THE IFR CLRNC READBACK ACKNOWLEDGEMENT, BUT NO TAXI INSTRUCTION. AS I MOVED THE PLANE AWAY FROM THE HANGARS SO I COULD BE IN FULL VISUAL VIEW OF THE TWR, I STOPPED AND ASKED TO TAXI TO THE ACTIVE AND TO CROSS RWY 10 IN ORDER TO GET TO THE ACTIVE RWY 18.
