Narrative:
During climb out at 17500 ft, heard small rumble as if airbrake was extended. Looked at all instruments to see that all were normal and they were. Realized at this point that something was hanging in slipstream. Returned to airport to land and discovered right lower engine cowl had come unlatched and was hanging from engine.

Narrative: DURING CLBOUT AT 17500 FT, HEARD SMALL RUMBLE AS IF AIRBRAKE WAS EXTENDED. LOOKED AT ALL INSTS TO SEE THAT ALL WERE NORMAL AND THEY WERE. REALIZED AT THIS POINT THAT SOMETHING WAS HANGING IN SLIPSTREAM. RETURNED TO ARPT TO LAND AND DISCOVERED R LOWER ENG COWL HAD COME UNLATCHED AND WAS HANGING FROM ENG.
