Narrative:
At approximately XA45, I was taxiing this aircraft north to the departure end of runway 20. At the time, engine RPM was between 700-800 RPM and I estimate speed between 7-10 mph. As I applied brakes to slow, the right brake grabbed, causing the aircraft to turn right. Attempts to straighten path with left rudder and brake had minimal effect. As aircraft continued further right, I locked down both brakes and as aircraft started to leave the taxiway, I pulled throttle all the way out and pulled mixture to idle cutoff. Aircraft came to rest against an earthen mound with 1 propeller blade striking the ground. With the assistance of ground staff, aircraft was rolled back onto taxiway and towed back to the maintenance hangar.

Title: C152 PLT ON TAXI OUT EXPERIENCES BRAKE MALFUNCTIONING. ACTION INSUFFICIENT TO MAINTAIN DIRECTIONAL CTL AND ACFT WENT OFF THE TXWY.
Narrative: AT APPROX XA45, I WAS TAXIING THIS ACFT N TO THE DEP END OF RWY 20. AT THE TIME, ENG RPM WAS BTWN 700-800 RPM AND I ESTIMATE SPD BTWN 7-10 MPH. AS I APPLIED BRAKES TO SLOW, THE R BRAKE GRABBED, CAUSING THE ACFT TO TURN R. ATTEMPTS TO STRAIGHTEN PATH WITH L RUDDER AND BRAKE HAD MINIMAL EFFECT.
