Narrative:
Air carrier X departed stl and the transponder was not operating. Departure never called radar contact, but climbed aircraft to 15000 ft. Traffic flew an unknown distance before he asked for a turn south. Departure turned south and tried to identify aircraft. When air carrier X was 20 mi west of stl out of 11000 ft, he was radar idented using primary target procedures. This would not have occurred had the stl control tower done their job of insuring target acquisition on departure. They failed to notice and call the departure controller to give radar handoff on air carrier X resulting in possible violations with other aircraft in the vicinity. Whether violations occurred or not is unknown since no target (even radar) was seen until 20 mi west of stl. This happens on a regular basis but usually there is a beacon instead of nothing. The tower's failure to fulfill their obligation could have caused serious problems, even accidents, since TCASII would not have helped in this situation.

Title: T75 CTLR CLBS UNIDENTED E145 EVEN THOUGH RADAR IDENT HAS NOT BEEN ESTABLISHED. STL TWR FAILED TO NOTIFY T75 AND E145 ABOUT NON OPERATIONAL E145 XPONDER.
Narrative: ACR X DEPARTED STL AND THE XPONDER WAS NOT OPERATING. DEP NEVER CALLED RADAR CONTACT, BUT CLBED ACFT TO 15000 FT. TFC FLEW AN UNKNOWN DISTANCE BEFORE HE ASKED FOR A TURN S. DEP TURNED S AND TRIED TO IDENT ACFT. WHEN ACR X WAS 20 MI W OF STL OUT OF 11000 FT, HE WAS RADAR IDENTED USING PRIMARY TARGET PROCS. THIS WOULD NOT HAVE OCCURRED HAD THE STL CTL TWR DONE THEIR JOB OF INSURING TARGET ACQUISITION ON DEP. THEY FAILED TO NOTICE AND CALL THE DEP CTLR TO GIVE RADAR HDOF ON ACR X RESULTING IN POSSIBLE VIOLATIONS WITH OTHER ACFT IN THE VICINITY. WHETHER VIOLATIONS OCCURRED OR NOT IS UNKNOWN SINCE NO TARGET (EVEN RADAR) WAS SEEN UNTIL 20 MI W OF STL. THIS HAPPENS ON A REGULAR BASIS BUT USUALLY THERE IS A BEACON INSTEAD OF NOTHING. THE TWR'S FAILURE TO FULFILL THEIR OBLIGATION COULD HAVE CAUSED SERIOUS PROBS, EVEN ACCIDENTS, SINCE TCASII WOULD NOT HAVE HELPED IN THIS SIT.
