Narrative:
The ape VOR has been notamed for unusable radials for the past several months, but recently got returned to service for all radials. (Day 07/094 ape VOR now unrestr). However, on jul/tue/01, a new fdc NOTAM appeared (fdc 1/7060) that said the VOR or GPS-a to vta was not authority/authorized. Apparently, whoever issued that NOTAM changed their minds and promptly canceled that NOTAM on the very same day. The problem is that we (cmh TRACON) didn't get the cancellation. For the past 24 hours, we have been denying the VOR-a approach to several aircraft due to this NOTAM (and it has been IFR conditions). I learned today that the person who handles this on our end has to log onto the internet to download the NOTAMS. In other words, ZID does not disseminate the NOTAMS to us. Therefore, it can be much later that we learn of a NOTAM cancellation (like this situation) or much later that we get the NOTAM! This situation is a serious flaw in our NOTAM system.

Title: CMH APCH CTLR CONCERNED WITH INTRAFAC INTERFAC NOTAM DISTRIBUTION.
Narrative: THE APE VOR HAS BEEN NOTAMED FOR UNUSABLE RADIALS FOR THE PAST SEVERAL MONTHS, BUT RECENTLY GOT RETURNED TO SVC FOR ALL RADIALS. (DAY 07/094 APE VOR NOW UNRESTR). HOWEVER, ON JUL/TUE/01, A NEW FDC NOTAM APPEARED (FDC 1/7060) THAT SAID THE VOR OR GPS-A TO VTA WAS NOT AUTH. APPARENTLY, WHOEVER ISSUED THAT NOTAM CHANGED THEIR MINDS AND PROMPTLY CANCELED THAT NOTAM ON THE VERY SAME DAY. THE PROB IS THAT WE (CMH TRACON) DIDN'T GET THE CANCELLATION. FOR THE PAST 24 HRS, WE HAVE BEEN DENYING THE VOR-A APCH TO SEVERAL ACFT DUE TO THIS NOTAM (AND IT HAS BEEN IFR CONDITIONS). I LEARNED TODAY THAT THE PERSON WHO HANDLES THIS ON OUR END HAS TO LOG ONTO THE INTERNET TO DOWNLOAD THE NOTAMS. IN OTHER WORDS, ZID DOES NOT DISSEMINATE THE NOTAMS TO US. THEREFORE, IT CAN BE MUCH LATER THAT WE LEARN OF A NOTAM CANCELLATION (LIKE THIS SIT) OR MUCH LATER THAT WE GET THE NOTAM! THIS SIT IS A SERIOUS FLAW IN OUR NOTAM SYS.
