Narrative:

When cleared for a GPS VOR B circle to land runway 19, I broke out at the minimums and advised tower I would circle for a left downwind (east of airport) and land runway 19. They had to break off a aircraft behind us (4 mi) to come around for another approach. Upon landing, they (tower) said that they thought I would have landed straight-in. I told them I was too high and I was cleared for a circle to land runway 19. On taxiing out for next leg, they advised there might be a problem with that GPS VOR B approach since they just started using it. They said TRACON would have to allow more time for aircraft to circle and land. After my approach they started using ILS runway 19. TRACON, we were told, was concerned about overhead traffic to lga. They asked I remain below 1000 ft MSL to eliminate a chance of conflict.

Title: APCH CTLR IS REQUIRED TO ISSUE AN ALT RESTR TO A SABRELINER ON A CIRCLING APCH TO RWY 19 AT TEB BECAUSE OF XING TFC ON APCH TO LGA, NY.

Narrative: WHEN CLRED FOR A GPS VOR B CIRCLE TO LAND RWY 19, I BROKE OUT AT THE MINIMUMS AND ADVISED TWR I WOULD CIRCLE FOR A L DOWNWIND (E OF ARPT) AND LAND RWY 19. THEY HAD TO BREAK OFF A ACFT BEHIND US (4 MI) TO COME AROUND FOR ANOTHER APCH. UPON LNDG, THEY (TWR) SAID THAT THEY THOUGHT I WOULD HAVE LANDED STRAIGHT-IN. I TOLD THEM I WAS TOO HIGH AND I WAS CLRED FOR A CIRCLE TO LAND RWY 19. ON TAXIING OUT FOR NEXT LEG, THEY ADVISED THERE MIGHT BE A PROB WITH THAT GPS VOR B APCH SINCE THEY JUST STARTED USING IT. THEY SAID TRACON WOULD HAVE TO ALLOW MORE TIME FOR ACFT TO CIRCLE AND LAND. AFTER MY APCH THEY STARTED USING ILS RWY 19. TRACON, WE WERE TOLD, WAS CONCERNED ABOUT OVERHEAD TFC TO LGA. THEY ASKED I REMAIN BELOW 1000 FT MSL TO ELIMINATE A CHANCE OF CONFLICT.
