Narrative:
Upon leaving oshkosh, I picked up my IFR clearance in the air over ste VOR. Initially I was told I was in radar contact, then he said 'oops, he lost me.' I continued west on my filed route direct eau direct microphone. The controller asked me my position at approximately 35 DME west of ste VOR, and I continued on. As I was crossing eau VOR, I was asked to report 15 DME west of eau, which I did. The controller then said I was to have reported 15 mi east of eau VOR. I said that I received his instructions to report 15 DME as I was crossing eau VOR and understood him to want 15 DME west. He said that I was not in radar contact and that I was automatically to report eau VOR upon crossing. No further discussion followed and the flight continued uneventfully to microphone. Contributing factors to this event include being accustomed to nearly constant radar contact and the non reporting that accompanies it and in the event of no radar contact, being asked well in advance to report a fix upon crossing.

Title: PA27 PLT DID NOT COMPLY WITH STANDARD POS RPTING IN A NON RADAR ENVIRONMENT IN ZMP CLASS E AIRSPACE.
Narrative: UPON LEAVING OSHKOSH, I PICKED UP MY IFR CLRNC IN THE AIR OVER STE VOR. INITIALLY I WAS TOLD I WAS IN RADAR CONTACT, THEN HE SAID 'OOPS, HE LOST ME.' I CONTINUED W ON MY FILED RTE DIRECT EAU DIRECT MIC. THE CTLR ASKED ME MY POS AT APPROX 35 DME W OF STE VOR, AND I CONTINUED ON. AS I WAS XING EAU VOR, I WAS ASKED TO RPT 15 DME W OF EAU, WHICH I DID. THE CTLR THEN SAID I WAS TO HAVE RPTED 15 MI E OF EAU VOR. I SAID THAT I RECEIVED HIS INSTRUCTIONS TO RPT 15 DME AS I WAS XING EAU VOR AND UNDERSTOOD HIM TO WANT 15 DME W. HE SAID THAT I WAS NOT IN RADAR CONTACT AND THAT I WAS AUTOMATICALLY TO RPT EAU VOR UPON XING. NO FURTHER DISCUSSION FOLLOWED AND THE FLT CONTINUED UNEVENTFULLY TO MIC. CONTRIBUTING FACTORS TO THIS EVENT INCLUDE BEING ACCUSTOMED TO NEARLY CONSTANT RADAR CONTACT AND THE NON RPTING THAT ACCOMPANIES IT AND IN THE EVENT OF NO RADAR CONTACT, BEING ASKED WELL IN ADVANCE TO RPT A FIX UPON XING.
