Narrative:
While attempting to sleep during my assigned crew rest period in seat, the seat automatically returned itself to the full upright position. I attempted to return the seat to the reclined position both manually and electrically without success. After approximately 1 hour of time spent troubleshooting this problem, the seat was finally returned to the reclined position. Needless to say, very little rest was had during my rest period on this all-night flight, and consequently I was not operating at or near my expected level of performance. Unbelievably to me, this airplane has a designated crew rest bunk area for pilots, yet it is unauthorized for use by company airline pilots. Please remedy this needed safety issue immediately.

Title: A B777 FO COMPLAINS OF LACK OF PROPER CREW REST FACILITIES AND SPECIFICALLY OF A PAX SEAT MALFUNCTION -- THE ONE DESIGNATED FOR PLT CREW REST PERIOD DURING AN EXTENDED OVERWATER NIGHT OP RETURNING TO JFK, NY.
Narrative: WHILE ATTEMPTING TO SLEEP DURING MY ASSIGNED CREW REST PERIOD IN SEAT, THE SEAT AUTOMATICALLY RETURNED ITSELF TO THE FULL UPRIGHT POS. I ATTEMPTED TO RETURN THE SEAT TO THE RECLINED POS BOTH MANUALLY AND ELECTRICALLY WITHOUT SUCCESS. AFTER APPROX 1 HR OF TIME SPENT TROUBLESHOOTING THIS PROB, THE SEAT WAS FINALLY RETURNED TO THE RECLINED POS. NEEDLESS TO SAY, VERY LITTLE REST WAS HAD DURING MY REST PERIOD ON THIS ALL-NIGHT FLT, AND CONSEQUENTLY I WAS NOT OPERATING AT OR NEAR MY EXPECTED LEVEL OF PERFORMANCE. UNBELIEVABLY TO ME, THIS AIRPLANE HAS A DESIGNATED CREW REST BUNK AREA FOR PLTS, YET IT IS UNAUTH FOR USE BY COMPANY AIRLINE PLTS. PLEASE REMEDY THIS NEEDED SAFETY ISSUE IMMEDIATELY.
