Narrative:
I was cleared to cross janny intersection at 8000 ft. Joshua approach reminded me about 8000 ft as the aircraft was down to 7700 ft. I immediately corrected back to 8000 ft. The aircraft was on autoplt. I had failed to reset the altitude select from 14000 ft to 8000 ft when cleared. My prior clearance, from ZLA, had been to cross 15 DME east of pmd at 14000 ft. When I was changed over to joshua approach, I was still east of the 15 DME. They gave me a new clearance to cross janny at 8000 ft. At that time I was trying to make visual contact with TCASII targets in my area and failed to set 8000 ft in the altitude select. I had delayed my descent until clear of the TCASII traffic, but was still concentrating on tracking and visually acquiring the targets when joshua approach reminded me of my altitude. This is a case of allowing a distraction to prevent me from completing all necessary tasks. Joshua approach was very busy and never called out any traffic to me.
Original NASA ASRS Text
Title: A CESSNA CITATION 5 FLT CREW FORGETS TO SET THE ALT SELECT WHICH LEADS TO THE ACFT DSNDING 300 FT BELOW ASSIGNED ALT.
Narrative: I WAS CLRED TO CROSS JANNY INTXN AT 8000 FT. JOSHUA APCH REMINDED ME ABOUT 8000 FT AS THE ACFT WAS DOWN TO 7700 FT. I IMMEDIATELY CORRECTED BACK TO 8000 FT. THE ACFT WAS ON AUTOPLT. I HAD FAILED TO RESET THE ALT SELECT FROM 14000 FT TO 8000 FT WHEN CLRED. MY PRIOR CLRNC, FROM ZLA, HAD BEEN TO CROSS 15 DME E OF PMD AT 14000 FT. WHEN I WAS CHANGED OVER TO JOSHUA APCH, I WAS STILL E OF THE 15 DME. THEY GAVE ME A NEW CLRNC TO CROSS JANNY AT 8000 FT. AT THAT TIME I WAS TRYING TO MAKE VISUAL CONTACT WITH TCASII TARGETS IN MY AREA AND FAILED TO SET 8000 FT IN THE ALT SELECT. I HAD DELAYED MY DSCNT UNTIL CLR OF THE TCASII TFC, BUT WAS STILL CONCENTRATING ON TRACKING AND VISUALLY ACQUIRING THE TARGETS WHEN JOSHUA APCH REMINDED ME OF MY ALT. THIS IS A CASE OF ALLOWING A DISTR TO PREVENT ME FROM COMPLETING ALL NECESSARY TASKS. JOSHUA APCH WAS VERY BUSY AND NEVER CALLED OUT ANY TFC TO ME.
