Narrative:
In the process of flight planning hkg-ZZZ, I neglected to restrict the maximum takeoff gross weight to actual takeoff gross weight when aircraft was fueled to maximum tanks. This resulted in the load planners in hkg to put approximately 19000 extra payload on the aircraft. At point of redispatch, flight was diverted anc due to over-burn caused by the additional 19000 payload on board. Flight fueled and proceeded to ZZZ.

Title: B747-400 CREW DID NOT HAVE THE REQUIRED FUEL AT THE REDISPATCH POINT. THE DISPATCHER DID NOT RESTRICT THE PAYLOAD THAT ALLOWED NON-STOP FLT. THE CREW LANDED AT THE POINT THE ACFT WAS CLRED TO.
