Narrative:
Lost control of cabin pressure. While level at FL280, declared emergency and began descent, ran QRH, regained control of pressure and leveled at 10000 ft. Cabin altitude exceeded 10000 ft but remained below altitude that triggers mask deployment. Once level at 10000 ft cabin altitude returned to normal. Proceeded to and landed at iah. Callback conversation with reporter revealed the following information: the reporter stated the aircraft was a B737-500. The reporter said the loss of cabin pressure was a malfunctioning pressure controller. The reporter stated maintenance advised the crew it failed to self-test and the forward outflow valve was replaced precautionary.

Title: A B737-500 IN CRUISE AT FL280 DECLARED AN EMER AND DSNDED DUE TO LOSS OF CABIN PRESSURE CAUSED BY MALFUNCTIONING PRESSURE CTLR AND FORWARD OUTFLOW VALVE.
Narrative: LOST CTL OF CABIN PRESSURE. WHILE LEVEL AT FL280, DECLARED EMER AND BEGAN DSCNT, RAN QRH, REGAINED CTL OF PRESSURE AND LEVELED AT 10000 FT. CABIN ALT EXCEEDED 10000 FT BUT REMAINED BELOW ALT THAT TRIGGERS MASK DEPLOYMENT. ONCE LEVEL AT 10000 FT CABIN ALT RETURNED TO NORMAL. PROCEEDED TO AND LANDED AT IAH. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THE ACFT WAS A B737-500. THE RPTR SAID THE LOSS OF CABIN PRESSURE WAS A MALFUNCTIONING PRESSURE CTLR. THE RPTR STATED MAINT ADVISED THE CREW IT FAILED TO SELF-TEST AND THE FORWARD OUTFLOW VALVE WAS REPLACED PRECAUTIONARY.
