Narrative:
Passenger was suspect in smoking in forward lavatory, later caught smoking in aft aircraft lavatory. Passenger had consumed 3 alcoholic beverages during flight. Passenger was issued 'in-flight disturbance report' per company regulation. This was a warning to cease or further action will follow. No further disturbance from passenger. Appropriate company personnel and reports were notified and completed. My feelings on this issue is that, 1) the smoke detectors should detect cigarette smoke. 2) I believe where a passenger is igniting an open flame onboard and burning tobacco onboard, such action is the most dangerous to aircraft safety. Our safety demonstration preflight describe the actions against smoking...'may result in a fine...'this is not serious enough. Arrest and prosecution should be for first offense. A slap on the wrist is no threat these days.

Title: B727-200 PAX CAUGHT SMOKING IN TWO OF THE LAVATORIES AND WAS ISSUED WARNING NOTICE.
Narrative: PAX WAS SUSPECT IN SMOKING IN FORWARD LAVATORY, LATER CAUGHT SMOKING IN AFT ACFT LAVATORY. PAX HAD CONSUMED 3 ALCOHOLIC BEVERAGES DURING FLT. PAX WAS ISSUED 'INFLT DISTURBANCE RPT' PER COMPANY REG. THIS WAS A WARNING TO CEASE OR FURTHER ACTION WILL FOLLOW. NO FURTHER DISTURBANCE FROM PAX. APPROPRIATE COMPANY PERSONNEL AND RPTS WERE NOTIFIED AND COMPLETED. MY FEELINGS ON THIS ISSUE IS THAT, 1) THE SMOKE DETECTORS SHOULD DETECT CIGARETTE SMOKE. 2) I BELIEVE WHERE A PAX IS IGNITING AN OPEN FLAME ONBOARD AND BURNING TOBACCO ONBOARD, SUCH ACTION IS THE MOST DANGEROUS TO ACFT SAFETY.
