Narrative:
Cessna called and reported 1 mi south of jqf airport -- landing. I questioned his position and visually located aircraft just off departure end runway 20 -- appeared to be less than 2000 ft MSL. Instructed aircraft to enter left downwind runway 20. Aircraft would not respond to my xmissions. I had several aircraft (4) waiting for departure (one was a learjet) and arrs. When aircraft was midfield left downwind runway 20 and still not responding to my xmissions, I told him to make a right turn, exit the class D and call me before re-entry. Aircraft turned right and next reported 5 mi east inbound. I instructed aircraft to enter left base runway 20 and report 3 mi left base. When I had visual contact with aircraft he was entering left downwind runway 20 south of midfield. One of my concerns is, had I cleared the learjet for takeoff, the 2 aircraft would have collided just off the departure end. If this facility had a BRITE radar it would be a safer airport. This aircraft is not the only one to do something totally unsafe at this airport.

Title: PLT ENTERS DOWNWIND AT JQF FOR A SECOND TIME AT THE WRONG POINT. CTLR SUGGESTS THAT A BRITE RADAR WOULD HAVE ALERTED HER MORE QUICKLY TO THE PROB THAN VISUAL OBSERVATION.
Narrative: CESSNA CALLED AND RPTED 1 MI S OF JQF ARPT -- LNDG. I QUESTIONED HIS POS AND VISUALLY LOCATED ACFT JUST OFF DEP END RWY 20 -- APPEARED TO BE LESS THAN 2000 FT MSL. INSTRUCTED ACFT TO ENTER L DOWNWIND RWY 20. ACFT WOULD NOT RESPOND TO MY XMISSIONS. I HAD SEVERAL ACFT (4) WAITING FOR DEP (ONE WAS A LEARJET) AND ARRS.
