Narrative:
Originally filed LAXX3 departure out of lax, but was reclred via loop 2. Departed runway 24L at XA10Z. Performed modified climb reducing takeoff power at 3000 ft AGL rather than normal 1000 ft AGL due to poor climb performance of A321 aircraft and altitude restrs on loop 2 departure. Controller gave an early turn back to lax VOR to proceed with departure. When established direct to VOR informed controller aircraft was unable to make restr over lax. Controller gave heading of 090 degrees followed by a 010 degree heading to resume SID and then gave a number to call upon arrival in phl. Cause of the problem is the poor performance of the A321 at high gross weights. Dispatchers are aware and file LAXX3 departure and training department has modified departure procedures to insure compliance with restrs. ATC should not change filed procedure and then give early turns when departing. A321 has been operating into lax for quite some time and ATC should be aware of poor performance of aircraft and should be informing ATC of this problem so further altdevs will not occur.

Narrative: ORIGINALLY FILED LAXX3 DEP OUT OF LAX, BUT WAS RECLRED VIA LOOP 2. DEPARTED RWY 24L AT XA10Z. PERFORMED MODIFIED CLB REDUCING TKOF PWR AT 3000 FT AGL RATHER THAN NORMAL 1000 FT AGL DUE TO POOR CLB PERFORMANCE OF A321 ACFT AND ALT RESTRS ON LOOP 2 DEP. CTLR GAVE AN EARLY TURN BACK TO LAX VOR TO PROCEED WITH DEP. WHEN ESTABLISHED DIRECT TO VOR INFORMED CTLR ACFT WAS UNABLE TO MAKE RESTR OVER LAX.
