Narrative:
I had a confliction between air carrier X (FL350) and air carrier Y (FL350). The air carrier X would not turn because of WX, so I turned the air carrier Y as much as I could. I was unsure of separation, so I climbed the air carrier X 1000 ft and I descended the air carrier Y 1000 ft. I had traffic under the air carrier Y at FL330, air carrier Z, but I knew they were passed each other already.

Title: ZKC CTLR INCURS AN OPERROR WHEN NEITHER ACR CAN TURN SUFFICIENTLY TO ENSURE LATERAL SEPARATION DUE TO WX, AND CHANGING ALT IS NOT TIMELY.
Narrative: I HAD A CONFLICTION BTWN ACR X (FL350) AND ACR Y (FL350). THE ACR X WOULD NOT TURN BECAUSE OF WX, SO I TURNED THE ACR Y AS MUCH AS I COULD. I WAS UNSURE OF SEPARATION, SO I CLBED THE ACR X 1000 FT AND I DSNDED THE ACR Y 1000 FT. I HAD TFC UNDER THE ACR Y AT FL330, ACR Z, BUT I KNEW THEY WERE PASSED EACH OTHER ALREADY.
