Narrative:
The aircraft was 'on line' at air carrier FBO. I had preflted, fuel and prepped the aircraft for an XA30 departure. The APU was running with radios, navs and electrical equipment on. At XA00, the PIC/PF arrived and informed me that our departure had been moved up to XA00. A few mins later, the passenger arrived. We boarded the passenger. I took the right seat while the PF secured the cabin door and then took the left seat. While I copied ATIS and received the clearance over the radio, the PF started the engines. As I proceeded to enter the flight plan/clearance into the FMS's, the PF commenced to taxi the aircraft to the active runway. As I continued to enter takeoff numbers and initialize performance into the FMS, the PF taxied and performed the before takeoff checks. We arrived at runway 16L and held short. The PF asked if I was ready. I had completed my tasks and participated in the final takeoff checklist with him and said 'yes, I am ready.' he called the tower for takeoff clearance. The tower informed us at that time that we had received a taxi clearance. He told me he thought I had gotten the taxi clearance when I got the IFR clearance from clearance delivery back at FBO. I did not. I thought he had gotten the taxi clearance before we taxied out from FBO. He did not. We each thought that the other one had gotten the taxi clearance when in fact neither one of us had gotten it. The tower gave us a phone number to call and then cleared us for takeoff. The PF made the phone call at the con conclusion of our flight. Supplemental information from acn 523526: crew communication: company captain, first officer, said he had clearance and I taxied out to runway 16L. He only had IFR clearance, not taxi clearance. No active runways were crossed. I called tower for takeoff after holding short of runway 16L.

Title: AN HS125-800 FLC TAXIES WITHOUT CALLING GND CTL FOR TAXI CLRNC AT RNO, NV.
Narrative: THE ACFT WAS 'ON LINE' AT ACR FBO. I HAD PREFLTED, FUEL AND PREPPED THE ACFT FOR AN XA30 DEP. THE APU WAS RUNNING WITH RADIOS, NAVS AND ELECTRICAL EQUIP ON. I THOUGHT HE HAD GOTTEN THE TAXI CLRNC BEFORE WE TAXIED OUT FROM FBO. HE DID NOT. WE EACH THOUGHT THAT THE OTHER ONE HAD GOTTEN THE TAXI CLRNC WHEN IN FACT NEITHER ONE OF US HAD GOTTEN IT. THE TWR GAVE US A PHONE NUMBER TO CALL AND THEN CLRED US FOR TKOF. THE PF MADE THE PHONE CALL AT THE CON CONCLUSION OF OUR FLT. SUPPLEMENTAL INFO FROM ACN 523526: CREW COM: COMPANY CAPT, FO, SAID HE HAD CLRNC AND I TAXIED OUT TO RWY 16L. HE ONLY HAD IFR CLRNC, NOT TAXI CLRNC. NO ACTIVE RWYS WERE CROSSED. I CALLED TWR FOR TKOF AFTER HOLDING SHORT OF RWY 16L.
