Narrative:

Descent into pbi, coplts leg, passing FL260, copilot tried to increase thrust but right engine stayed at idle. Command sector would appear on N1, following thrust lever. Tried using anti-ice to clear any possible silent compressor stall but no help. Turned off right eec but no help. 3 or 4 mins later, I noticed the right N2 had decreased from 68% to 63% and so informed the copilot. When it decreased below 60%, I told the copilot I thought it was going to fail, and declared an emergency with ZJX. Got direct to pbi, called the outbound leader/head flight attendant) to the cockpit, briefed her and requested she send the deadheading captain top. He came up, I briefed him and asked him to look in the procedures manual for any ideas and asked for his input. He had no ideas and found nothing relevant. I had looked in the pom and found nothing either. I asked him to use the second radio to call our maintenance at ZZZ to see if they had any input, but they had no ideas either. Copilot and I planned and briefed single engine approach and go around procedures in case we had to shut it down before landing. About 3 mi prior to the marker, the N2 had wound down to about 30% and the oil pressure had dropped to 12 psi and the indicated turned red, so I shut it down. Landing and rollout to the end were uneventful and so we taxied to the gate.
