Narrative:
On ground at ZZZ had standby altitude indicator problem. Contract maintenance was called. FAA inspector was supervising situation, he was going back to den with us. Mechanic installed new standby altitude indicator. He did not follow proper procedure for installation. FAA inspector took his information for possible violation. Inspector said he may violate us (flight crew) for not knowing how to install standby altitude indicator. Maintenance procedures are not taught at air carrier to flight crews.

Title: AN AIRBUS A320 WAS DISPATCHED IN NON COMPLIANCE WITH THE STANDBY ALT INDICATOR REPLACED WITHOUT THE LOW RANGE LEAK TEST PERFORMED.
Narrative: ON GND AT ZZZ HAD STANDBY ALT INDICATOR PROB. CONTRACT MAINT WAS CALLED. FAA INSPECTOR WAS SUPERVISING SIT, HE WAS GOING BACK TO DEN WITH US. MECH INSTALLED NEW STANDBY ALT INDICATOR. HE DID NOT FOLLOW PROPER PROC FOR INSTALLATION. FAA INSPECTOR TOOK HIS INFO FOR POSSIBLE VIOLATION. INSPECTOR SAID HE MAY VIOLATE US (FLT CREW) FOR NOT KNOWING HOW TO INSTALL STANDBY ALT INDICATOR. MAINT PROCS ARE NOT TAUGHT AT ACR TO FLT CREWS.
