Narrative:
I was giving a line check of this crew. We were slowed and told to follow an rj turning in tight. It was never going to work, but tower told us to expect landing clearance short final. At 200 ft we were forced to go around. We made the go around and all 3 of us heard 'cleared to land.' tower, on rollout, made a caustic remark of 'I didn't talk to you, but that's ok.'
