Narrative:
After landing on bfi runway 31L contacted ground at alpha 10 intersection. Requested, and was cleared to taxi from a 10 to northeast parking. During taxi another aircraft was cleared from northeast parking to active runway. North of A-1 intersection and south of northeast parking there is an on-going construction project with a ten ft by four ft chain link construction fence bordering the east side and encroaching into the taxiway. Both aircraft were within this area. The aircraft cleared to taxi from northeast parking stopped on the taxiway. In an attempt to pass that aircraft, while approximately twenty feet from aircraft, my aircraft hit one of the fence posts approximately eight inches in from the right wingtip. After survey of right wing leading edge, continued to northeast parking.
