Narrative:
I was not sure if I could file and fly IFR without being IFR current in VFR conditions. I asked a local IFR flight instructor, and he said that I could, as long as WX conditions were VFR. Since I needed maintenance done on my aircraft, I filed and flew IFR from hawthorne, ca, to torrance, ca, and returned all under clear skies. I later checked the far's and checked with a pilot organization. The far's were not completely clear, but the organization said that I could not fly IFR, even in VFR conditions without being current. This incident occurred during the temporary restrs after the world trade center incident. In the future, I will check with the pilot organization first.

Title: PA28 PLT MISINTERPS FAR RULES REGARDING QUALIFICATIONS WITH REGARD TO IFR FLT AND FILES IFR VICE VFR.
Narrative: I WAS NOT SURE IF I COULD FILE AND FLY IFR WITHOUT BEING IFR CURRENT IN VFR CONDITIONS. I ASKED A LCL IFR FLT INSTRUCTOR, AND HE SAID THAT I COULD, AS LONG AS WX CONDITIONS WERE VFR. SINCE I NEEDED MAINT DONE ON MY ACFT, I FILED AND FLEW IFR FROM HAWTHORNE, CA, TO TORRANCE, CA, AND RETURNED ALL UNDER CLR SKIES. I LATER CHKED THE FAR'S AND CHKED WITH A PLT ORGANIZATION. THE FAR'S WERE NOT COMPLETELY CLR, BUT THE ORGANIZATION SAID THAT I COULD NOT FLY IFR, EVEN IN VFR CONDITIONS WITHOUT BEING CURRENT. THIS INCIDENT OCCURRED DURING THE TEMPORARY RESTRS AFTER THE WORLD TRADE CTR INCIDENT. IN THE FUTURE, I WILL CHK WITH THE PLT ORGANIZATION FIRST.
