Narrative:
Due to high alert status, due to crashes in dc and nyc, I was on IFR from 8x6 to eky. Upon landing at eky, I got fuel. There was only one way to get IFR clearance, get it on ground. I was given a clearance with a 5 min lead time. I called on 123.0 to announce taxi, no other plane announced. I taxied to a parallel asphalt strip that was next to mark taxiway. There were no planes on or near me until I noticed a cessna passing me. He was on the taxiway. I called him and we communicated. I told him that due to such strict regulations right now, that I had a 5 min void time. He said he would pull off taxiway and I told him that I was passing him on the asphalt by the hangar. He was turning off taxiway as I passed. As I reached the end of this section, which is at the end of runway 5, a police security car sped by me and pulled in front of me, blocking the runway. (Incidentally, he had his 5 yr old son in his lap.) he forced me to stop, deplane and shut off the engine. He then informed me that I had been unsafe and asked for my license and social security number. I complied. He said the FAA had been with him as I taxied too fast and that he was not going to have such take place on his airport. He did not know I was in contact with the plane both visually and verbally. The need to meet takeoff requirements required due to this war-time flying was too close to slowly taxi approximately 3700 ft, do a run-up and meet 5 min void time. Even though the cessna did not announce that he was on the taxiway, I saw him and we were able to work out quickly that I had first place to take off. Although I did not use the taxiway because I was doing my run-up off of it, there was no reason for this to have been questioned. I realize tension is high, but this action of pulling a car in front of my plane was more dangerous than the officer's 'mistaking' that I had been reckless. Although we are presently under much stress, because we and our country are under attack, all the facts should be known before jumping to conclusions. This was a case where appearance alone caused the officer and maybe the FAA personnel to mistake what really happened. I am also going to call my local FAA representative and discuss this with him. The real danger and unsafe act was when the police car pulled in front of my moving aircraft.

Title: PIPER PA24 PLT TAXIED EXPEDITIOUSLY TO RWY AT UNCTLED ARPT IN ORDER TO MAKE SHORT ATC FLT PLAN TIME RELEASE. HE ALSO COMMUNICATED WITH A CESSNA PLT TO GIVE WAY FOR HIM DUE THE ATC TIME RESTRAINT. HOWEVER, AN FAA INSPECTOR NOTICED RPTR AND BELIEVED THAT HE WAS TAXIING IN A RECKLESS MANNER AND SO ADVISED THE ARPT SECURITY OFFICER, WHO RAN HIS VEHICLE IN FRONT OF RPTR'S ACFT WHILE TAXIING AND STOPPED IN FRONT OF IT.

I REALIZE TENSION IS HIGH, BUT THIS ACTION OF PULLING A CAR IN FRONT OF MY PLANE WAS MORE DANGEROUS THAN THE OFFICER'S 'MISTAKING' THAT I HAD BEEN RECKLESS. ALTHOUGH WE ARE PRESENTLY UNDER MUCH STRESS, BECAUSE WE AND OUR COUNTRY ARE UNDER ATTACK, ALL THE FACTS SHOULD BE KNOWN BEFORE JUMPING TO CONCLUSIONS. THIS WAS A CASE WHERE APPEARANCE ALONE CAUSED THE OFFICER AND MAYBE THE FAA PERSONNEL TO MISTAKE WHAT REALLY HAPPENED. I AM ALSO GOING TO CALL MY LCL FAA REPRESENTATIVE AND DISCUSS THIS WITH HIM. THE REAL DANGER AND UNSAFE ACT WAS WHEN THE POLICE CAR PULLED IN FRONT OF MY MOVING ACFT.
