Narrative:

Sep/mon/01 we departed bct and attempted to pick up our IFR clearance in the air. I was unaware that VFR flts were prohibited, consequently ATC told us we had to land to obtain a clearance. We were above maximum gross landing weight so after brief discussion I landed at fll where I was given an IFR clearance as well as a number to call. The controller called this a 'pilot deviation' and although I explained that I need to burn or dump fuel as well as a longer runway, he insisted he was sending a 'package' to the FSDO. This came days after the new york tragedy so I understand the safety measures, but this was taken to the extreme.

Title: NON COMPLIANCE WITH THE NEW RULES AFTER SEP 2001 LEADS TO AN OVERWT LNDG AT FLL TO REFILE AND RECEIVE AN IFR CLRNC.

THE CTLR CALLED THIS A 'PLTDEV' AND ALTHOUGH I EXPLAINED THAT I NEED TO BURN OR DUMP FUEL AS WELL AS A LONGER RWY, HE INSISTED HE WAS SENDING A 'PACKAGE' TO THE FSDO. THIS CAME DAYS AFTER THE NEW YORK TRAGEDY SO I UNDERSTAND THE SAFETY MEASURES, BUT THIS WAS TAKEN TO THE EXTREME.
