Narrative:

Climbing out of dvt, IFR is required in class B per sep/tue tragedy NOTAM. Upon clearing class B, cancelled IFR, told to squawk 1200. My habit is to turn transponder to standby while dialing in new code to avoid certain codes which cause an alarm at ATC. But I forgot to turn transponder back on for a min or two. (Noticed no 'reply' light on transponder.) unfortunately, was still inside the phx 'mode C veil' where transponder operation still required. Ordinarily I wouldn't care too much about this, but since the tragedy, I hear the FAA is violating everybody. Hence this ASRS report.

Title: XPONDER IS INADVERTENTLY NOT RETURNED BACK ON AFTER PLACING IT IN STANDBY TO CHANGE CODES RESULTING IN NON COMPLIANCE WITH XPONDER REQUIREMENT UNDER THE MODE C VEIL OF PHX CLASS B AIRSPACE.
