Narrative:
After landing at completion of an instrument training flight, our aircraft cleared runway 4 at efd. A change of control of the aircraft was made from the front seat to the rear seat at this time. The pilot in the front cockpit reduced the volume on his radio at that time to facilitate post landing checklists. The front seat crew member believed the rear seat crew member made a clear of runway call and the rear seat crew member believed the front seat had made a clear of duty runway call. As a result neither crew member made the call. The normal route to parking from runway 4 requires the aircraft to use runway 17L/35R. Additionally, the normal clearance to taxi to the line includes crossing all runways. As the aircraft entered runway 17L/35R at midfield the tower asked if we had clearance onto the runway. It was at this time that both crew members realized that neither crew member had requested or received clearance to back taxi. Both crew members made a visual check prior to entering the runway but failed to obtain clearance.

Title: MIL T38 FLC INADVERTENTLY TAXIED ONTO RWY TO CROSS TO PARKING WITHOUT CLRNC DUE TO EACH PLT BELIEVING THE OTHER HAD CHKED IN WITH ATCT UPON LEAVING THE RWY AFTER LNDG.
Narrative: AFTER LNDG AT COMPLETION OF AN INST TRAINING FLT, OUR ACFT CLRED RWY 4 AT EFD. A CHANGE OF CTL OF THE ACFT WAS MADE FROM THE FRONT SEAT TO THE REAR SEAT AT THIS TIME. THE PLT IN THE FRONT COCKPIT REDUCED THE VOLUME ON HIS RADIO AT THAT TIME TO FACILITATE POST LNDG CHKLISTS. THE FRONT SEAT CREW MEMBER BELIEVED THE REAR SEAT CREW MEMBER MADE A CLR OF RWY CALL AND THE REAR SEAT CREW MEMBER BELIEVED THE FRONT SEAT HAD MADE A CLR OF DUTY RWY CALL. AS A RESULT NEITHER CREW MEMBER MADE THE CALL. THE NORMAL RTE TO PARKING FROM RWY 4 REQUIRES THE ACFT TO USE RWY 17L/35R. ADDITIONALLY, THE NORMAL CLRNC TO TAXI TO THE LINE INCLUDES XING ALL RWYS. AS THE ACFT ENTERED RWY 17L/35R AT MIDFIELD THE TWR ASKED IF WE HAD CLRNC ONTO THE RWY. IT WAS AT THIS TIME THAT BOTH CREW MEMBERS REALIZED THAT NEITHER CREW MEMBER HAD REQUESTED OR RECEIVED CLRNC TO BACK TAXI. BOTH CREW MEMBERS MADE A VISUAL CHK PRIOR TO ENTERING THE RWY BUT FAILED TO OBTAIN CLRNC.
