Narrative:
Prior to flts, contacted prescott FSS via telephone. FSS stated VFR training flts could resume without a CFI on board. Later, FSS said the FAA interpretation was incorrect and a CFI was required, further that when contacted, deer valley tower supervisor said on 2 separate occasions that VFR aircraft could depart north without 'training' status. In fact, tower advised several IFR flts it was ok to depart VFR. Of course, tower can tell a pilot to do something which is illegal. Pilot has final authority/authorized. So I called FSS, told them I was working on IFR rating, needed solo cross country training time and FSS said this was approved training, ok to depart dvt to north. Now it looks like I busted the NOTAM. FSS gave false information. I was acting in good faith. Confusing NOTAM plus poor communication.

Title: A GRUMMAN AA5 PLT FAILS TO FOLLOW NOTAM ABOUT NEEDING A CFI ON BOARD FOR TRAINING FLTS.
Narrative: PRIOR TO FLTS, CONTACTED PRESCOTT FSS VIA TELEPHONE. FSS STATED VFR TRAINING FLTS COULD RESUME WITHOUT A CFI ON BOARD. LATER, FSS SAID THE FAA INTERP WAS INCORRECT AND A CFI WAS REQUIRED, FURTHER THAT WHEN CONTACTED, DEER VALLEY TWR SUPVR SAID ON 2 SEPARATE OCCASIONS THAT VFR ACFT COULD DEPART N WITHOUT 'TRAINING' STATUS. IN FACT, TWR ADVISED SEVERAL IFR FLTS IT WAS OK TO DEPART VFR. OF COURSE, TWR CAN TELL A PLT TO DO SOMETHING WHICH IS ILLEGAL. PLT HAS FINAL AUTH. SO I CALLED FSS, TOLD THEM I WAS WORKING ON IFR RATING, NEEDED SOLO XCOUNTRY TRAINING TIME AND FSS SAID THIS WAS APPROVED TRAINING, OK TO DEPART DVT TO N. NOW IT LOOKS LIKE I BUSTED THE NOTAM.
