Narrative:
In level flight FL190, received TA, 1 O'clock position, FL202, descending. Target descended through FL200 and at FL196, triggered an RA climb. The first officer raised the nose as commanded on the ADI. We climbed approximately 300 ft and heard clear of conflict. I reported TCASII climb to ATC and returned to FL190. A call from the purser made us aware of an injury to one of our flight attendants. We decided he could not continue the flight. Conferred with dispatch and returned to iad dumping fuel en route. This flight is en route to germany. Upon return, we informed our union representative.
