Narrative:
Flight XXX on sep/thu/01, was on an aircraft with a restrictive MEL item which was 'side window heat inoperative.' this MEL does not allow aircraft to be dispatched into known or forecasted icing conditions. Flight XXX was a YYY-ZZZ flight. ZZZ was calling for 2700 ft 9 KTS P6SM broken 040 broken 080 with a problem 30 between XA00 and XD00 of light rain showers. An airmet also called for occasional rime ice. I personally had dispatched all day to crystal clear VFR destinations and between not thoroughly reading the MEL item nor researching the WX in ZZZ. I failed to recognize the restr. The next morning the aircraft could not leave ZZZ for the same reasons at which point it was brought to my attention my errors. I reviewed components of icing conditions with the dispatcher training manager but more importantly I realized that I had become complacent in my duties because I had been dealing with VFR conditions all day. It was a good reminder to me to stay alert.

Title: COMPANY DISPATCHER RELEASED AN ACFT WITH AN MEL THAT RESTR ACFT INTO NON ICING CONDITIONS. THERE WAS A 30% CHANCE OF ICING FORECAST.
Narrative: FLT XXX ON SEP/THU/01, WAS ON AN ACFT WITH A RESTRICTIVE MEL ITEM WHICH WAS 'SIDE WINDOW HEAT INOP.' THIS MEL DOES NOT ALLOW ACFT TO BE DISPATCHED INTO KNOWN OR FORECASTED ICING CONDITIONS. FLT XXX WAS A YYY-ZZZ FLT. ZZZ WAS CALLING FOR 2700 FT 9 KTS P6SM BKN 040 BKN 080 WITH A PROB 30 BTWN XA00 AND XD00 OF LIGHT RAIN SHOWERS. AN AIRMET ALSO CALLED FOR OCCASIONAL RIME ICE. I PERSONALLY HAD DISPATCHED ALL DAY TO CRYSTAL CLR VFR DESTS AND BTWN NOT THOROUGHLY READING THE MEL ITEM NOR RESEARCHING THE WX IN ZZZ. I FAILED TO RECOGNIZE THE RESTR. THE NEXT MORNING THE ACFT COULD NOT LEAVE ZZZ FOR THE SAME REASONS AT WHICH POINT IT WAS BROUGHT TO MY ATTN MY ERRORS. I REVIEWED COMPONENTS OF ICING CONDITIONS WITH THE DISPATCHER TRAINING MGR BUT MORE IMPORTANTLY I REALIZED THAT I HAD BECOME COMPLACENT IN MY DUTIES BECAUSE I HAD BEEN DEALING WITH VFR CONDITIONS ALL DAY. IT WAS A GOOD REMINDER TO ME TO STAY ALERT.
