Narrative:
Departed from bfl meadows on an IFR flight plan only because I could not get into ful VFR because of class B airspace restrs and ful is 2 1/2 mi into class B airspace. My route of flight was to be bfl, V195, pmd, pom, prado, zarow, quewt, conga, fullerton localizer runway 24 approach. I took this route to avoid class B airspace and specified in remarks #11 flight plan. 10 mins into the flight, I was given an amendment to my flight plan clearance, direct lake hughes, V495 clovis, which I could not find on charts, seal runway 24 approach. I was given several speed changes, climbs, descent, while looking for clovis on charts. Then, approach gave radar vectors all over and then dscnts to set up for seal approach. I could not find a seal runway 24 approach on my IFR charts. After several more vectors and a descent below 2600 ft MSL vectoring altitude in clouds socal approach said I was violated and gave me a number to call from ground. The approach plate I messed up on is fullerton VOR or GPS-a, not called seal runway 24 VOR approach. I messed the approach up badly, partly because of route changes, different approach given than requested. Approach called different than commercial approach calls it, so many heading changes in just a few mins and the airspace restrs caused by the terrorist strikes on sep/tue/01, which cause restrs in class B airspace. Landing was VFR on field, left downwind to base, runway 24. I knew where airport was, but got lost on approach till I was downwind to fullerton.

Title: C210 PLT OVERWHELMED WITH IFR CLRNC ROUTINGS AND MISINTERP APCH PROCS.
Narrative: DEPARTED FROM BFL MEADOWS ON AN IFR FLT PLAN ONLY BECAUSE I COULD NOT GET INTO FUL VFR BECAUSE OF CLASS B AIRSPACE RESTRS AND FUL IS 2 1/2 MI INTO CLASS B AIRSPACE. MY RTE OF FLT WAS TO BE BFL, V195, PMD, POM, PRADO, ZAROW, QUEWT, CONGA, FULLERTON LOC RWY 24 APCH. THE APCH PLATE I MESSED UP ON IS FULLERTON VOR OR GPS-A, NOT CALLED SEAL RWY 24 VOR APCH. I MESSED THE APCH UP BADLY, PARTLY BECAUSE OF RTE CHANGES, DIFFERENT APCH GIVEN THAN REQUESTED. APCH CALLED DIFFERENT THAN COMMERCIAL APCH CALLS IT, SO MANY HEADING CHANGES IN JUST A FEW MINS AND THE AIRSPACE RESTRS CAUSED BY THE TERRORIST STRIKES ON SEP/TUE/01, WHICH CAUSE RESTRS IN CLASS B AIRSPACE.
