Narrative:
On VFR flight from sbs to fep. Flying VFR on top and unable to find opening in clouds at olu as indicated by unicom, AWOS and flight watch. Tried an hour to find an opening to get down as planned in VFR briefing before departure from steamboat springs, co. After talking to flight watch and unicom was turned over to minneapolis center for assistance in finding an airport to get down at. Upon talking to ZMP center at 17000 ft and indicating 2-1/2 to 3 hours fuel still on board, they directed me to sioux falls, sd. They said I could get under, but was unable to remain below 18000 ft as clouds began to rise. So, they turned me to go to kansas city, but the rising cloud level required me to go to 20000 ft at their request. They then decided to send me down to columbus, northeast (olu) thru the clouds, after discussing my level of IFR training and my agreement to do so. Center then vectored me at a 270 degree heading through two layers of clouds to clear skies below 8000 ft MSL and I landed at olu without incident.
