Narrative:
On initial climb out rhv, runway 31R, controller instructed us to extend upwind. Controller told a cessna behind us to turn inside of us. To avoid enhanced class B airspace, we had to turn to crosswind then downwind which put us on top of C172 which was climbing into us. Evasive action was taken. When I asked the tower about the cessna, the controller appeared confused, irritated, and had little knowledge of what had transpired in the pattern. Subsequent trips around the pattern, the controller seemed very confused and irritated. When the next controller came on shift, things were a lot calmer and more organized.

Title: CH7A QUESTIONS RHV CTLR WHEN INVOLVED IN NMAC WITH A C172 IN THE TFC PATTERN.
Narrative: ON INITIAL CLB OUT RHV, RWY 31R, CTLR INSTRUCTED US TO EXTEND UPWIND. CTLR TOLD A CESSNA BEHIND US TO TURN INSIDE OF US. TO AVOID ENHANCED CLASS B AIRSPACE, WE HAD TO TURN TO XWIND THEN DOWNWIND WHICH PUT US ON TOP OF C172 WHICH WAS CLBING INTO US. EVASIVE ACTION WAS TAKEN. WHEN I ASKED THE TWR ABOUT THE CESSNA, THE CTLR APPEARED CONFUSED, IRRITATED, AND HAD LITTLE KNOWLEDGE OF WHAT HAD TRANSPIRED IN THE PATTERN. SUBSEQUENT TRIPS AROUND THE PATTERN, THE CTLR SEEMED VERY CONFUSED AND IRRITATED. WHEN THE NEXT CTLR CAME ON SHIFT, THINGS WERE A LOT CALMER AND MORE ORGANIZED.
