Narrative:

Ccs controllers. After landing in ccs we were issued a clearance to taxi to gate xx via foxtrot, charlie to the gate. This is normal and standard. I was taxiing westbound on the ramp towards gate xx when suddenly and without any warning an air carrier Y MD11 was pushed from his gate right in front of me. Although there was no risk of an imminent collision, this was very disconcerting as I received no information from ccs ground control. I was forced to stop. I quickly got on the radio and queried ccs ground control this is air carrier X please reference the aircraft Y pushback. The response was roger air carrier Y you are cleared to pushback, call ready for taxi. Despite the fact that I clearly addressed myself as air carrier X, this female controller responded as if it was air carrier Y calling for a pushback even though they were already pushing back. I then responded with emphasis that this was air carrier X. I was greeted with no response. I believe that the controller had no idea who was calling and for what purpose. After determining that air carrier Y did indeed get a pushback clearance I queried ground control why I was not referenced to the pushback when it was clear and obvious that a conflict would result, air carrier Y pushing right in front of me, I receive no answer. I then asked if ground wanted me to hold short of the push or taxi around air carrier Y (there was plenty of ramp space to do so) but I didn't want to take it upon myself to do that without a clearance from ground control. I got silence. I asked again what do you want us to do. I got silence. After about 3 or 4 requests a male controller told us to hold short for air carrier Y pushing back. By this time air carrier Y was well out on the ramp and about to disconnect. This is the 2ND time I have experience total incompetence on the part of ccs controllers. The last time was when a controller cleared me on the runway and then told me to immediately exit for traffic on short final. Again, an inexcusable error that could have been tragic. Update, once again the very next day, wed, ccs tower cleared me on the runway with traffic on short final. This time I did see the aircraft and separation was adequate for an immediate takeoff. Instead they held us on the runway and ordered me to vacate for the landing traffic. Once again an incident that could have been tragic.

Title: B757-200 CREW HAD POOR ATC HANDLING FROM ATCT GND CTLR AT SVMI.

Narrative: CCS CTLRS. AFTER LNDG IN CCS WE WERE ISSUED A CLRNC TO TAXI TO GATE XX VIA FOXTROT, CHARLIE TO THE GATE. THIS IS NORMAL AND STANDARD. I QUICKLY GOT ON THE RADIO AND QUERIED CCS GND CTL THIS IS ACR X PLEASE REFERENCE THE ACFT Y PUSHBACK. THE RESPONSE WAS ROGER ACR Y YOU ARE CLRED TO PUSHBACK, CALL READY FOR TAXI. DESPITE THE FACT THAT I CLEARLY ADDRESSED MYSELF AS ACR X, THIS FEMALE CTLR RESPONDED AS IF IT WAS ACR Y CALLING FOR A PUSHBACK EVEN THOUGH THEY WERE ALREADY PUSHING BACK. I THEN RESPONDED WITH EMPHASIS THAT THIS WAS ACR X. I WAS GREETED WITH NO RESPONSE. I BELIEVE THAT THE CTLR HAD NO IDEA WHO WAS CALLING AND FOR WHAT PURPOSE. AFTER DETERMINING THAT ACR Y DID INDEED GET A PUSHBACK CLRNC I QUERIED GND CTL WHY I WAS NOT REFERENCED TO THE PUSHBACK WHEN IT WAS CLR AND OBVIOUS THAT A CONFLICT WOULD RESULT, ACR Y PUSHING RIGHT IN FRONT OF ME, I RECEIVE NO ANSWER. I THEN ASKED IF GND WANTED ME TO HOLD SHORT OF THE PUSH OR TAXI AROUND ACR Y (THERE WAS PLENTY OF RAMP SPACE TO DO SO) BUT I DIDN'T WANT TO TAKE IT UPON MYSELF TO DO THAT WITHOUT A CLRNC FROM GND CTL. I GOT SILENCE. I ASKED AGAIN WHAT DO YOU WANT US TO DO. I GOT SILENCE. AFTER ABOUT 3 OR 4 REQUESTS A MALE CTLR TOLD US TO HOLD SHORT FOR ACR Y PUSHING BACK. BY THIS TIME ACR Y WAS WELL OUT ON THE RAMP AND ABOUT TO DISCONNECT. THIS IS THE 2ND TIME I HAVE EXPERIENCE TOTAL INCOMPETENCE ON THE PART OF CCS CTLRS. THE LAST TIME WAS WHEN A CTLR CLRED ME ON THE RWY AND THEN TOLD ME TO IMMEDIATELY EXIT FOR TFC ON SHORT FINAL. AGAIN, AN INEXCUSABLE ERROR THAT COULD HAVE BEEN TRAGIC. UPDATE, ONCE AGAIN THE VERY NEXT DAY, WED, CCS TWR CLRED ME ON THE RWY WITH TFC ON SHORT FINAL. THIS TIME I DID SEE THE ACFT AND SEPARATION WAS ADEQUATE FOR AN IMMEDIATE TKOF. INSTEAD THEY HELD US ON THE RWY AND ORDERED ME TO VACATE FOR THE LNDG TFC. ONCE AGAIN AN INCIDENT THAT COULD HAVE BEEN TRAGIC.
