Narrative:
While outside the outer marker and on the ILS runway 9 approach to san, a DC8 landed. I asked the tower to ask the DC8 what they broke out at. The DC8's reply was 'at minimums.' I had received a WX briefing in the morning before the flight and was given the NOTAMS which included the new minimums from san ILS runway 9. But when the DC8 said they broke out at minimums, I somehow reverted back to the old minimums on the approach plate and disregarded the new NOTAM minimums. Once we saw the runway, we were above the published approach minimums, but below the NOTAM minimums. All I can say is I had a brain fart.

Title: A NOTAM RAISED THE MINIMUM WX FOR THE ILS RWY 9 AT SAN. A FLT CREW HAD THE NOTAM, BUT STILL FLEW TO THE PREVIOUS AND CHARTED MINIMUM.
