Narrative:
The eugene oregon airport authority has implemented single point access to the flight line and private hangars per FAA directives. The problem! Access points, as they are new designed, require cars, trucks, and pedestrians to drive through the FBO operations area, onto txwys, and around aircraft that are ready to taxi. The potential for a horrible accident is tremendous. It is the worst possible situation for ground operation. Moving vehicles around moving aircraft, its not if, but only when the accident will happen. This needs immediate review and correction. The ramp is much more subject ot disaster now than before. Supplemental information from can 527395: there are gates on the airport that would allow traffic without going through he operations area of the FBO's. Security would not be an issue at the other gate's. Callback conversation with reporter revealed the following information: the pilot stated that he local FSDO was not called on this as they are up in pdx and had not responded to previous requests for investigation into local matters at eug. Pilots dealt with the airport authority with their appeals for reconsideration of the rulings. Within a month of the first ruling, the procedures were changes so as to provide access through 6 or 7 gates, each gate having guards checking identification's prior to a card access being used on the gates.

Title: TWO PLTS REPORT ON THE ARPT AUTHORITY RULINGS ON ARPT SECURITY MEASURES THAT CREATED A VEHICULAR/ACFT CONFLICT PROBLEM IN THE RAMP/TXWY AREAS AT EUG, OR.
Narrative: THE EUGENE OREGON ARPT AUTHORITY HAS IMPLEMENTED SINGLE POINT ACCESS TO THE FLT LINE AND PVT HANGARS PER FAA DIRECTIVES. THE PROBLEM! ACCESS POINTS, AS THEY ARE NEW DESIGNED, REQUIRE CARS, TRUCKS, AND PEDESTRIANS TO DRIVE THROUGH THE FBO OPS AREA, ONTO TXWYS, AND AROUND ACFT THAT ARE READY TO TAXI. THE POTENTIAL FOR A HORRIBLE ACCIDENT IS TREMENDOUS. IT IS THE WORST POSSIBLE SIT FOR GND OP. MOVING VEHICLES AROUND MOVING ACFT, ITS NOT IF, BUT ONLY WHEN THE ACCIDENT WILL HAPPEN. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE PLT STATED THAT HE LCL FSDO WAS NOT CALLED ON THIS AS THEY ARE UP IN PDX AND HAD NOT RESPONDED TO PREVIOUS REQUESTS FOR INVESTIGATION INTO LCL MATTERS AT EUG.
