Narrative:
During descent to phl, center cleared us to FL250. The captain immediately started programming the FMC for the descent, but did not set the mode control panel. After a min I told him to set the MCP and I said, 'I thought we were cleared to FL240.' he said, 'we were' and I thought he was positive about the clearance. The controller told us after we descended through FL250 that we were only cleared to FL250. In hindsight I should have asked the controller what the assigned altitude was even though the captain said he was sure.

Title: NON COMPLIANCE WITH ALT AWARENESS PROTOCOL LEADS TO THE MODE CONTROL PANEL BEING SET FOR AN INCORRECT ALT ENDING IN AN OVERSHOOT.
Narrative: DURING DSCNT TO PHL, CENTER CLEARED US TO FL250. THE CAPT IMMEDIATELY STARTED PROGRAMMING THE FMC FOR THE DSCNT, BUT DID NOT SET THE MODE CONTROL PANEL. AFTER A MIN I TOLD HIM TO SET THE MCP AND I SAID, 'I THOUGHT WE WERE CLEARED TO FL240.' HE SAID, 'WE WERE' AND I THOUGHT HE WAS POSITIVE ABOUT THE CLRNC. THE CTLR TOLD US AFTER WE DSNDED THROUGH FL250 THAT WE WERE ONLY CLEARED TO FL250. IN HINDSIGHT I SHOULD HAVE ASKED THE CTLR WHAT THE ASSIGNED ALT WAS EVEN THOUGH THE CAPT SAID HE WAS SURE.
