Narrative:
Smelled/saw smoke after takeoff. Flight attendant called and reported same in cabin. Previous write-up led us to believe problem was associated with packs. Declared emergency and diverted to ewr. Smoke removal checklist completed during descent cleared smoke. Aircraft supply switches turned off. Were cleared to turn from west heading and 9000 ft to 190 degrees and 4000 ft. During descent, received TCASII RA requiring climb. As soon as corrective action was started, RA stopped. Aircraft indicated 2.5 mi and 300 ft off our right side. Continued descent and vectored to runway 22R ewr. Landed at 131500 pounds (overweight). While taxiing, flight attendant reported passenger had been given walkaround oxygen bottle after she began having difficulty breathing. I requested that paramedics meet us at gate, which they did promptly. APU was not started due to nature of previous write-up and no need for packs. Flight attendant reported passenger very nervous during event probably due to smoke and unexpected descent over nyc.
