Narrative:
Scheduled flight from fll to atl. Normal takeoff on runway 9L. Departure gave us a heading to 320 degrees and intercept 'arkes transition.' looking at radar, showed an area of rain on that heading. Asked departure for a 360 degree heading for 40 mi for WX. He said 'approved' and contact miami center. Miami center asked our heading, we told him and his response was 'says who?' we told him and he said it was a problem between controllers. We did go back to 320 degrees at his request as WX looked much more benign with altitude. Rest of flight was fine. We were a little surprised at that ATC phraseology of 'says who.' conversation with him when frequency was not busy indicated no conflicts and that departure had approved a heading toward inbounds to pbi.

Title: B757 CAPT REQUESTED HEADING CHANGE FOR WX AVOIDANCE FROM DEP CTLR DURING SID CLIMB, IT WAS APPROVED. HOWEVER, THE ARTCC CTLR TO WHICH HE WAS HANDED OF TO EXPRESSED A PROB WITH THAT SINCE IT CAUSED A PROB WITH ANOTHER ARPT'S ARRIVAL ROUTE.
Narrative: SCHEDULED FLT FROM FLL TO ATL. NORMAL TKOF ON RWY 9L. DEP GAVE US A HEADING TO 320 DEGS AND INTERCEPT 'ARKES TRANSITION.' LOOKING AT RADAR, SHOWED AN AREA OF RAIN ON THAT HEADING. ASKED DEP FOR A 360 DEG HEADING FOR 40 MI FOR WX. HE SAID 'APPROVED' AND CONTACT MIAMI CENTER. MIAMI CENTER ASKED OUR HEADING, WE TOLD HIM AND HIS RESPONSE WAS 'SAYS WHO?' WE TOLD HIM AND HE SAID IT WAS A PROB BETWEEN CTLRS. WE DID GO BACK TO 320 DEGS AT HIS REQUEST AS WX LOOKED MUCH MORE BENIGN WITH ALT. REST OF FLT WAS FINE. WE WERE A LITTLE SURPRISED AT THAT ATC PHRASEOLOGY OF 'SAYS WHO.' CONVERSATION WITH HIM WHEN FREQ WAS NOT BUSY INDICATED NO CONFLICTS AND THAT DEP HAD APPROVED A HEADING TOWARD INBOUNDS TO PBI.
