Narrative:
Local control was involved in some extra-curricular reading and not paying close attention to the position and aircraft. Aircraft #1 was making touch and go on runway 5R. Aircraft #2 landed runway 5L and was told to 'taxi to the ramp.' this clearance allowed aircraft #2 to cross an active runway. Aircraft #1 was lifting off from a touch and go, when I observed aircraft #2 appear to be taxiing too fast to hold short of runway 5R. I alerted local to this, and they said, 'oh, it's okay, the touch and go has been lifting off early.' this statement was obviously gross and careless neglect of the rules, and safety of the aircraft. Neither pilot saw the other aircraft. Later on, local control claims the crossing aircraft was clear of the runway before the touch-and-go crossed the landing threshold. This was a lie and since no one else observed it happened, was determined to be a non-event.

Title: TYS GND CTLR CHALLENGES TYS LCL CTLR'S SEPARATION CRITERIA AND POSITION SITUATIONAL AWARENESS.
Narrative: LOCAL CONTROL WAS INVOLVED IN SOME EXTRA-CURRICULAR READING AND NOT PAYING CLOSE ATTENTION TO THE POSITION AND AIRCRAFT. ACFT #1 WAS MAKING TOUCH AND GO ON RUNWAY 5R. ACFT #2 LANDED RUNWAY 5L AND WAS TOLD TO 'TAXI TO THE RAMP.' THIS CLEARANCE ALLOWED ACFT #2 TO CROSS AN ACTIVE RUNWAY. ACFT #1 WAS LIFTING OFF FROM A TOUCH AND GO, WHEN I OBSERVED ACFT #2 APPEAR TO BE TAXIING TOO FAST TO HOLD SHORT OF RWY 5R. I ALERTED LOCAL TO THIS, AND THEY SAID, 'OH, IT'S OKAY, THE TOUCH AND GO HAS BEEN LIFTING OFF EARLY.' THIS STATEMENT WAS OBVIOUSLY GROSS AND CARELESS NEGLECT OF THE RULES, AND SAFETY OF THE AIRCRAFT.
