Narrative:
After understanding 'cleared on to hold runway 28R' from cmh tower and observing an inbound aircraft touch down and roll out, we rogered and repeated clearance, taxied onto runway. At which time tower said 'what are you doing?' we responded 'onto hold per your instructions.' he replied 'I said expect...but I'm comfortable with this. Cleared for takeoff runway heading.' I asked if we needed to talk further. He said no. (This conversation is to the best of my recollection, but in essence correct.)

Narrative: AFTER UNDERSTANDING 'CLRED ON TO HOLD RWY 28R' FROM CMH TWR AND OBSERVING AN INBOUND ACFT TOUCH DOWN AND ROLL OUT, WE ROGERED AND REPEATED CLRNC, TAXIED ONTO RWY. AT WHICH TIME TWR SAID 'WHAT ARE YOU DOING?' WE RESPONDED 'ONTO HOLD PER YOUR INSTRUCTIONS.' HE REPLIED 'I SAID EXPECT...BUT I'M COMFORTABLE WITH THIS. CLRED FOR TKOF RWY HDG.'
