Narrative:
Aircraft was flown by a pilot other than owner on 10/wed/01. The pilot was observed by ZZZ ATC violating tfr airspace over power plant. FAA contacted pilot who refused explanation of incident. FAA then contacted owner and advised of possible action, FAA was subsequently contacted by pilot who provided FAA requested information. FSDO mr X then advised that action against owner would be dropped.

Title: A GA PLT VIOLATES THE TFR AREA NEAR A PWR PLANT, IS OBSERVED BY ATC WHO ADVISES THE FAA, WHO IN TURN, ADVISES OWNER OF POSSIBLE ACTION.
Narrative: ACFT WAS FLOWN BY A PLT OTHER THAN OWNER ON 10/WED/01. THE PLT WAS OBSERVED BY ZZZ ATC VIOLATING TFR AIRSPACE OVER PWR PLANT. FAA CONTACTED PLT WHO REFUSED EXPLANATION OF INCIDENT. FAA THEN CONTACTED OWNER AND ADVISED OF POSSIBLE ACTION, FAA WAS SUBSEQUENTLY CONTACTED BY PLT WHO PROVIDED FAA REQUESTED INFO. FSDO MR X THEN ADVISED THAT ACTION AGAINST OWNER WOULD BE DROPPED.
