Narrative:
Departed mdw on midway four departure SID. Was given return to heading 110 degrees. Began the turn per the SID at 1300 ft. Through heading 040 degrees and 2700 ft departure control said to comply with SID and complete turn within 3 NM. Well SID says to complete by 4 NM. Were in a 310 degree bank and said was doing best we can. At 3000 ft we had southwest winds at 63 KTS. We completed turn just over 4 NM. Was impossible with 63 KTS winds pushing us toward the limit of 4 NM. Surface winds were 200 degrees at 20-25 KTS. Supplemental information from acn 529150: we departed runway 22L on the mdw 4 departure. We were given a right turn to 110 degrees when cleared for takeoff. At approximately 2700 ft MSL and passing through 040 degrees departure control told us to comply with the SID. We were 3 DME from mdw field at the time. The SID states to complete the initial turn for DME equipped aircraft within 4 DME. The wind vector on the HSI showed 63 KTS from approximately 200 degrees. We were in a continuous 30 degree bank right turn until rolling out on a 110 degree heading. We were at flaps up maneuvering speed of 215 KIAS. The DME read 4 DME at that time from the mdw localizer. The captain (PNF) told ATC we are in our maximum allowed bank angle the entire time of the turn and showed 3 DME when ATC called. He also stated the winds at 3000 ft MSL were 63 KTS from the southwest. ATC said you need to stay within 3 DME during the turn. Our SID says 4 DME which we complied with.
