Narrative:
On 11/sat/01, I was licensed, private pilot receiving instrument instruction from a certified flight instructor under VFR conditions. While flying under the hood, I inadvertently penetrated the south eastern edge of a newly designated temporary restr area for the power plant. This tra had been in effect for less than a week, and at the time of this writing, has apparently been lifted. The human's performance factor was the failure to perform a thorough preflight, specifically, to locate the precise position of the tra per NOTAM.
