Narrative:
This was planned as a part 91 trip from ZZZ to ZZZZ, first officer, in a private jet with a fuel stop in ZZZZ1, first officer. Filed ZZZ3 as an alternate. During the next 3 hours the forecasts for both deteriorated to below minimums. I diverted to ZZZ1 refueled, and then flew on to ZZZZ. Under the 'heat of battle' I was thinking of the safe conduct of the mission and getting to our day's final destination. I briefly forgot that the sep/tue attacks resulted in new restrs to part 91 operations, requiring exiting the us be done through only certain countries. I should have flown to the X country prior to Y country, since Z country was not an option. While this course of action (flying from ZZZ to ZZZZ, first officer) would have been okay before sep/tue/01, it is certainly questionable in light of fdc 1/0628 restrs.

Title: A PART 91 OPERATOR DISCOVERS HE HAS NOT COMPLIED WITH A CURRENT NOTAM AFTER AN UNSCHEDULED FUEL STOP IN THE US WHEN THE PLAN WAS TO STOP IN ZZZZ1 ON THE WAY TO ZZZZ, FO.
Narrative: THIS WAS PLANNED AS A PART 91 TRIP FROM ZZZ TO ZZZZ, FO, IN A PVT JET WITH A FUEL STOP IN ZZZZ1, FO. FILED ZZZ3 AS AN ALTERNATE. DURING THE NEXT 3 HRS THE FORECASTS FOR BOTH DETERIORATED TO BELOW MINIMUMS. I DIVERTED TO ZZZ1 REFUELED, AND THEN FLEW ON TO ZZZZ.
