Narrative:
We were cleared to FL260 (although our final was FL250). Climbing through FL230, atl said 'maintain FL230.' we stopped the climb by FL236 and told atl we were cleared FL260. They responded 'maintain FL230, report level.' at this time, we received an RA 'monitor vertical speed' command. As we descended, I looked for and acquired the traffic. Atl again asked for our altitude and I responded FL232 descending and traffic in sight.' no other communication transpired. Eventually, we were cleared to FL250, our final. It's possible that an error was made assigning us FL260 and that we responded to another aircraft's call sign. However, no correction was made to our readback of FL260. I feel ATC (the FAA's) change to their readback correction responsibility is unsafe and makes a readback of little use. Its point being to protect us from just such an event. This policy needs to be changed such that a readback is required and if no correction is made, we are legal and safe to continue, and the onus is on the controller.

Title: ZTL AMENDS E145 CLB ALT TO FL230 AS THE ACFT IS CLBING THROUGH THE ALT AND THEN RESPONDS TO A TCASII RA. PLT BLAMES PERCEIVED FAA READBACK POLICY IF HE WAS INVOLVED IN AN INCORRECT READBACK.
Narrative: WE WERE CLRED TO FL260 (ALTHOUGH OUR FINAL WAS FL250). CLBING THROUGH FL230, ATL SAID 'MAINTAIN FL230.' WE STOPPED THE CLB BY FL236 AND TOLD ATL WE WERE CLRED FL260. THEY RESPONDED 'MAINTAIN FL230, RPT LEVEL.' AT THIS TIME, WE RECEIVED AN RA 'MONITOR VERT SPD' COMMAND. AS WE DSNDED, I LOOKED FOR AND ACQUIRED THE TFC. ATL AGAIN ASKED FOR OUR ALT AND I RESPONDED FL232 DSNDING AND TFC IN SIGHT.' NO OTHER COM TRANSPIRED. EVENTUALLY, WE WERE CLRED TO FL250, OUR FINAL. IT'S POSSIBLE THAT AN ERROR WAS MADE ASSIGNING US FL260 AND THAT WE RESPONDED TO ANOTHER ACFT'S CALL SIGN. HOWEVER, NO CORRECTION WAS MADE TO OUR READBACK OF FL260. I FEEL ATC (THE FAA'S) CHANGE TO THEIR READBACK CORRECTION RESPONSIBILITY IS UNSAFE AND MAKES A READBACK OF LITTLE USE. ITS POINT BEING TO PROTECT US FROM JUST SUCH AN EVENT. THIS POLICY NEEDS TO BE CHANGED SUCH THAT A READBACK IS REQUIRED AND IF NO CORRECTION IS MADE, WE ARE LEGAL AND SAFE TO CONTINUE, AND THE ONUS IS ON THE CTLR.
