Narrative:
ATC delay -- potential fuel problem. ATC revised routing 12 times. Mcguire approach was unable to get ny approach on the telephone. As they waited to get ny, they had us circle. I advised mcguire we did not have a fuel problem, but would if they kept delaying us.

Title: A BE35 PLT, EXPERIENCING A LONGER THAN PLANNED FLT, DECLARED AN EMER DUE TO LOW FUEL.
Narrative: ATC DELAY -- POTENTIAL FUEL PROB. ATC REVISED ROUTING 12 TIMES. MCGUIRE APCH WAS UNABLE TO GET NY APCH ON THE TELEPHONE. AS THEY WAITED TO GET NY, THEY HAD US CIRCLE. I ADVISED MCGUIRE WE DID NOT HAVE A FUEL PROB, BUT WOULD IF THEY KEPT DELAYING US.
