Narrative:

I called an inbound crj to txk, air traffic area at approximately XA55, 20 mi out for visual approach. Tower told me he closed at XB00. I cleared crj for approach and switched to tower at approximately XA58. At XB00 tower called to tell me he was going home. When I asked about the crj, tower told me it was 1 - 1 1/2 mi final. Tower was going home without giving me a down time or cancellation instructions to crj. This situation has happened before. When tower leaves without giving a down time and doesn't tell aircraft on approach to close with center, the airport is unusable for at least 30 mins.
