Narrative:
During preflight and acceptance check, I missed two cbs for flap operations were tie wrapped. Approaching merced airport, I called for flaps. First officer noticed that flaps were not extending. He recycled the flap handle but nothing happened. We checked the circuit breaker panel and found flap motor and flap control cbs were tie wrapped. (I believed they were tie wrapped during maintenance to prevent accidental flap operation.) because we didn't have any tools we couldn't cut those tie wraps. I decided to make a flapless landing. After landing, during post flight check, we found the tail skid had minor damage due to ground contact on touchdown. If I or first officer had noticed those two cbs were tie wrapped for no reason, we could have called maintenance department to verify. In flapless landing, I flared a little bit too high (nose high) and that is the cause of tail skid contact with ground. Maintenance department should make sure that cbs pulled out and tie wrapped during maintenance are pushed in upon completion of maintenance.

Title: AN F27 CREW, MAKING A NO FLAP LNDG AT MCE, CAUSED DAMAGE TO THE TAIL SKID.
Narrative: DURING PREFLT AND ACCEPTANCE CHECK, I MISSED TWO CBS FOR FLAP OPS WERE TIE WRAPPED. APCHING MERCED ARPT, I CALLED FOR FLAPS. FO NOTICED THAT FLAPS WERE NOT EXTENDING.
