Narrative:
On a proficiency flight from ZZZ, I conducted 6 approachs and a couple of holds, using the xyz VOR and ZZZ2 and ZZZ3 airports. Xyz and ZZZ3 lie within the ZZZ ecb airspace, while ZZZ2 lies just outside of the ecb. A waiver was granted to ZZZ1 on 11/wed/01, permitting VFR departure to the south. I interpreted this waiver to extend to flts to the south and west within the ecb and, accordingly, did not conduct this flight with an instructor. I had a safety pilot on board. I telephoned an aviation organization, 12/thur/01, and was informed that training flight operations we approved in the ecb for departures from ZZZ1, however, a flight instructor was required to be on board. I discussed my flight operations before the flight with the ZZZ4 FSS and they stated that my operations were okay. I explained to ZZZ1 ground that we were going to conduct training operations at ZZZ2 and ZZZ3 and they did not ask questions and cleared me to taxi. Tower then cleared me for takeoff. I should have discussed the provisions of the waiver at ZZZ1 before conducting the flight and will do so in future if modifications are made either via NOTAM or via waiver.

Title: A C182 PLT VIOLATED AN ENHANCED CLASS 'B' AIRSPACE RESTRICTION.
Narrative: ON A PROFICIENCY FLT FROM ZZZ, I CONDUCTED 6 APCHS AND A COUPLE OF HOLDS, USING THE XYZ VOR AND ZZZ2 AND ZZZ3 ARPTS. XYZ AND ZZZ3 LIE WITHIN THE ZZZ ECB AIRSPACE, WHILE ZZZ2 LIES JUST OUTSIDE OF THE ECB. A WAIVER WAS GRANTED TO ZZZ1 ON 11/WED/01, PERMITTING VFR DEP TO THE SOUTH. I INTERPRETED THIS WAIVER TO EXTEND TO FLTS TO THE SOUTH AND WEST WITHIN THE ECB AND, ACCORDINGLY, DID NOT CONDUCT THIS FLT WITH AN INSTRUCTOR. I HAD A SAFETY PLT ON BOARD. I TELEPHONED AN AVIATION ORGANIZATION, 12/THUR/01, AND WAS INFORMED THAT TRAINING FLT OPS WE APPROVED IN THE ECB FOR DEPS FROM ZZZ1, HOWEVER, A FLT INSTRUCTOR WAS REQUIRED TO BE ON BOARD. I DISCUSSED MY FLT OPS BEFORE THE FLT WITH THE ZZZ4 FSS AND THEY STATED THAT MY OPS WERE OKAY. I EXPLAINED TO ZZZ1 GND THAT WE WERE GOING TO CONDUCT TRAINING OPS AT ZZZ2 AND ZZZ3 AND THEY DID NOT ASK QUESTIONS AND CLRED ME TO TAXI. TWR THEN CLRED ME FOR TKOF. I SHOULD HAVE DISCUSSED THE PROVISIONS OF THE WAIVER AT ZZZ1 BEFORE CONDUCTING THE FLT AND WILL DO SO IN FUTURE IF MODIFICATIONS ARE MADE EITHER VIA NOTAM OR VIA WAIVER.
