Narrative:
A319 (X) was in cruise flight at FL290. The B73Q (Y) was climbing off of oma to FL280. Conflict alert activated and the A319 received an RA and climbed 500 ft. No separation was lost. The B73Q leveled off at FL280 and never went above FL280.

Title: A319 FLC TAKES EVASIVE ACTION AND CLBS DUE TO CLBING B73Q TO AN ALT 1000 FT BELOW, BOTH UNDER ZMP CTL.
Narrative: A319 (X) WAS IN CRUISE FLT AT FL290. THE B73Q (Y) WAS CLBING OFF OF OMA TO FL280. CONFLICT ALERT ACTIVATED AND THE A319 RECEIVED AN RA AND CLBED 500 FT. NO SEPARATION WAS LOST. THE B73Q LEVELED OFF AT FL280 AND NEVER WENT ABOVE FL280.
