Narrative:
Aircraft checked in on my frequency and was issued the RVR, wind, and landing clearance. Watching the asde (poor visibility), I observed aircraft on lng roll and advised him to turn left and hold short of the parallel. I observed aircraft reaching the end of the runway. I advised him to stop. The aircraft ran off the end of the runway and went into the grass.

Title: PHL LCL CTLR OBSERVES A C550 RWY EXCURSION DURING IFR WX CONDITIONS.
Narrative: ACFT CHKED IN ON MY FREQ AND WAS ISSUED THE RVR, WIND, AND LNDG CLRNC. WATCHING THE ASDE (POOR VISIBILITY), I OBSERVED ACFT ON LNG ROLL AND ADVISED HIM TO TURN L AND HOLD SHORT OF THE PARALLEL. I OBSERVED ACFT REACHING THE END OF THE RWY. I ADVISED HIM TO STOP. THE ACFT RAN OFF THE END OF THE RWY AND WENT INTO THE GRASS.
